Senate President, Ahmad Lawan led the Principal Officers into the Chamber, took the official prayers and began the day’s proceedings at 10:57am.

EXECUTIVE COMMUNICATION
Senate President Ahmad Lawan read two letters from President Muhammadu Buhari:
1. Transmission of the Civil Defence, Correctional, Federal Fire and Immigration Service Board Bill, 2022 for consideration;
2. Submission of the 2022 Appropriation Amendment Proposal
PETITION
Senator Ayo Akinyelure submitted four petitions from the Office of the President of the Senate:
1. Petition from Wilson Douglas against Head of service of the Federation: petition to investigate the just concluded Permanent Secretary Examination conducted by the Office of the Head of Service of the Federation.
2. Petition from HRH I.O. Inegba and three others against NOSDRA: petition against fundamental Human Rights abuse: Offshoot of our upshot of meetings of our concession of the National Oil Spill Detection and Response Agency (NOSDRA), MOBIL Producing Nigeria Unlimited and Messrs Menigoi and Company on the negative effects of Mobil Oil Company operation in some impacted Comminutes in Bayelsa and Rivers States.
3. Petition S.C. Anyanwu against NNPC, NDDC, Shell and Other Oil and Gas Companies; An official Complaint from the Concern indigenes of Umuorie-Asa Ismiri autonomous Community, an Oil Producing Community in Ukwa West Local Government Area of Abia state on the Continuous Marginalization of the Community by the Abia State Government, an appeal for Senate’s intervention
4. Petition from Chinedum Agwaramgbo against the Chief of Army Staff and the General Officer Commanding 82 Divisions of the Nigerian Army, Enugu state.
Petitions were laid and referred to the Committee on Ethics, Privileges and Public Petitions and to report back within four weeks.
POINT OF ORDER
Senator Aliyu Sabi Abdullahi cited Order 42 to inform the Senate on the upsurge of banditry attack in Niger North Senatorial District.
“I hope that the authorities have listened to this submission and especially our security agencies will double their effort not only in your Senatorial District but across all those areas that were affected. We need a total and comprehensive holistic efforts to make sure nobody runs anywhere they are trapped.” – Senate President Ahmad Lawan

CONSIDERATION OF BILLS FOR SECOND READING
1. A Bill for an Act to Establish the National Institute for Educational Planning and Administration and other matters connected therewith, 2022 (SB. 832) by Senator Ayo Akinyelure
Senator Ayo Akinyelure in his lead debate said the bill seeks to develop and monitor criteria for practice in the education sector, disseminate information including the use of ICT to meet emerging challenges and amongst others.
“I want to support this Bill because this I am very familiar with this Institute. An institute like this could not have operated for at least 30 years and still under the Head of Service. I think that we should pass this Bill.” – Senator Enyinnaya Abaribe

The Bill was read the Second Time and referred to the Committee on Tertiary Education and TETFUND for further legislative action to report back in four weeks.
3. A Bill for an Act to amend the Bank Employees Etc. (Declaration of Assets) Act Cap B1 Laws of the Federation of Nigeria 2004 and for related matters, 2022 (SB. 900) by Senator Sani Musa
Senator Sani Musa, in his lead debate said the Bill seeks to extend the application of the Act to employees of the financial institutions which have been merged to key players of the financial sector over the years and to ensure their lifestyle reflect their earnings and discourage them from engaging in corrupt practices.
The Bill was read the Second Time and referred to the Committee on Banking, Insurance and other Financial institutions for further legislative action to report back in four weeks.
