a <a target=\"_blank\" href=\"https:\/\/committees.parliament.uk\/publications\/8560\/documents\/86473\/default\/\" rel=\"noopener\">report<\/a> from the Public Accounts Committee (PAC) said.<\/p>\n<p>This follows a <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/09\/22\/icl_mainframe_uk_pension_errors\/\" rel=\"noopener\">report by the National Audit Office<\/a> (NAO) which found that a legacy ICL-era mainframe was one of the causes behind the failure to pay more than \u00a31bn in state pensions.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"condor\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\">\n        <noscript><br \/>\n            <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2YerUEJQ0xCD-ZVL27QZfNAAAAAs&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=2&amp;c=2YerUEJQ0xCD-ZVL27QZfNAAAAAs&amp;t=ct%3Dns%26unitnum%3D2%26raptor%3Dcondor%26pos%3Dtop%26test%3D0\" loading=\"lazy\" alt=\"\"\/><\/a><br \/>\n        <\/noscript>\n    <\/div>\n<p>The NAO said that contributing to systematic errors were processes that relied on systems with &#8220;limited automation&#8221; Despite the complexity of state pension entitlements and the increased risk posed by manual processes, the department&#8217;s existing quality checks failed to identify the systematic underpayment of thousands of pensioners.<\/p>\n<p>&#8220;The department repeatedly missed opportunities to upgrade and instead added new functionality by introducing additional systems on top of the first, some of which are also increasingly out-of-date, increasing the complexity of its administration,&#8221; the PAC said.<\/p>\n<p>First introduced in 1988, the Pension Service Computer System (PSCS) remains the main system to manage millions of pensioner records. It was said to be one of the first Virtual Machine Environment (VME) mainframe computers to be installed by central government, supplied by ICL Limited, which was later bought by Fujitsu.<\/p>\n<p>Fujitsu said it would support VME until 2020, after which it offered migration to a cloud-based managed service, according to <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.nao.org.uk\/wp-content\/uploads\/2013\/08\/10183_DWP_The-Pension-Service-the-impact-of-legacy-ICT-case-study_final.pdf\">an earlier NAO report<\/a> [PDF]. &#8220;This will enable VME users to run their legacy applications on modern infrastructure.&#8221;<\/p>\n<p>The latest PAC report said DWP staff were resistant to upgrading PSCS \u2013 the state pension &#8220;workhorse&#8221; \u2013 because &#8220;the process of doing that is incredibly complex and very risky from a business point of view.&#8221;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YerUEJQ0xCD-ZVL27QZfNAAAAAs&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/front&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YerUEJQ0xCD-ZVL27QZfNAAAAAs&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" loading=\"lazy\" alt=\"\"\/><\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>As well as the PSCS, DWP staff access different IT systems and manually copy information from one system to another to calculate pension awards. Other systems include:<\/p>\n<ul>\n<li>The National Insurance Record System (NICs) owned by HM Revenue &amp; Customs (HMRC)<\/li>\n<li>The Customer Account Management system (CAM), launched in 2006 to support record management and history of the state pension<\/li>\n<li>The CAMlite system, also launched in 2006, for customers who live or have lived outside the UK<\/li>\n<\/ul>\n<p>The DWP \u00a31bn pensions black hole relates to rules under which married women could claim 60 per cent of their basic state pension based on their husband&#8217;s record of contributions. Some of the women affected have battled for years to get the department to admit to the errors. Staff time on the repayments is expected to mount to \u00a325m and the job will not be finished before 2023.<\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/www.bbc.co.uk\/news\/business-58640197\" rel=\"noopener\">BBC quoted<\/a> one grandmother of four as saying she had spent two years battling for her money before she eventually received \u00a37,334 in back payments for eight years of missed pensions.<\/p>\n<p>At the time of the NAO report, a DWP spokesperson said: &#8220;We are fully committed to ensuring the historical errors that have been made by successive governments are corrected, and as this report acknowledges, we&#8217;re dedicating significant resources to doing so.
