As such, any efforts by the US to cut off China&#8217;s semiconductor industry will require the support of its allies.<\/p>\n<p>In addition to Japan, the ambassador also reportedly highlighted the importance of South Korea \u2014 home to Samsung Electronics, the second-largest contract semiconductor manufacturer \u2014 and the Netherlands \u2014 home to ASML, which produces chipmaking equipment used in leading edge manufacturing.<\/p>\n<h3 class=\"crosshead\">US keeps pressure on China<\/h3>\n<p>Since the <a href=\"https:\/\/www.theregister.com\/2022\/08\/09\/biden_signs_chips_act\/#:~:text=On%20Tuesday%2C%20US%20President%20Joe,%2C%20manufacturing%2C%20and%20workforce%20development.\">passage<\/a> of the $280 billion US Chips and Science Act this summer, the Biden administration has stepped up its efforts to stifle China&#8217;s semiconductor industry.<\/p>\n<p>China may be the second-largest global economy behind the US, but its domestic semiconductor industry has lagged behind that of South Korea, Taiwan, and the US. Today, China possesses the <a href=\"https:\/\/www.theregister.com\/2022\/07\/22\/china_smic_7nm_chips\/\">ability<\/a> to produce chips as small as 7nm. By comparison TSMC has begun mass production of 3nm and Samsung isn&#8217;t far behind. Meanwhile, Intel is <a href=\"https:\/\/www.theregister.com\/2022\/12\/08\/intel_chiplet_milestone\/\">ramping<\/a> production of its Intel 4 process and is preparing to launch <a href=\"https:\/\/www.theregister.com\/2022\/04\/18\/tsmc_2nm_2025_timeline\/\">18-angstrom<\/a> \u2014 2nm \u2014 parts late next year.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/systems&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44Y7xzb-QR5moz66ykplZaCwAAAJg&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/systems&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44Y7xzb-QR5moz66ykplZaCwAAAJg&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" loading=\"lazy\" alt=\"\"\/><br \/>\n                <\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>One of the barriers facing China is access to specialized extreme-ultraviolet lithography machines used to produce 7nm and smaller components. Last fall, the US Commerce Department <a href=\"https:\/\/www.theregister.com\/2022\/09\/13\/biden_china_chip_sanctions\/\">barred<\/a> equipment vendors LAM research, KLA Corp, and Applied Materials from exporting their goods to Chinese chipmakers without explicit licensing.<\/p>\n<p>In addition to denying access to chipmaking equipment, the Biden administration has also <a href=\"https:\/\/www.theregister.com\/2022\/12\/18\/us_blacklist_spells_trouble\/\">targeted<\/a> Chinese chipmakers directly. Last fall the Commerce Department added China&#8217;s largest memory manufacturer Yangtze Memory Technologies Company (YMTC) along with 35 other companies to its &#8220;Entity List.&#8221; The move effectively banned the sale and export of US goods to these companies.<\/p>\n<p>In response, China has filed a complaint with the World Trade Organization against the US chip export controls. However, as we previously <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/12\/13\/china_files_complaint_with_wto\/\" rel=\"noopener\">reported<\/a>, because these restrictions were made on the basis of national security, the WTO has no authority to intervene.<\/p>\n<h3 class=\"crosshead\">US wins not without consequences<\/h3>\n<p>The Commerce Department has had some success cutting off Chinese access to foreign fabs and equipment vendors. Under pressure from the US, the Dutch government blocked ASML from selling both its extreme-ultraviolet (EUV) and deep ultraviolet (DUV) lithography machines in China.<\/p>\n<p>It&#8217;s unclear how ASML&#8217;s revenues could be affected by the decision. The company&#8217;s China business accounts for roughly 15 percent of its annual revenues. Some quick back-of-napkin math shows that cut off from the Middle Kingdom, ASML stands to lose more than $3 billion in annual revenues.\u00a0<\/p>\n<p>US sanctions have also hampered TSMC&#8217;s ability to do business with Chinese chipmakers. Late last year, TSMC was reportedly <a href=\"https:\/\/www.theregister.com\/2022\/11\/08\/chipmakers_alter_products_china_ban\/\">forced<\/a> to halt production of new GPUs for Chinese Alibaba and Biren because they exceeded performance limits set by US trade restrictions.<\/p>\n<p>The US trade war against China certainly hasn&#8217;t been popular with TSMC. During an industry event last month its CEO CC Wei <a href=\"https:\/\/www.theregister.com\/2022\/12\/21\/tsmcs_ceo_us_china\/\">complained<\/a> that US efforts had hamstrung the company&#8217;s ability to do business.
