It <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/11\/10\/spacex-launch-crew-3\/?itid=lk_inline_manual_3\" target=\"_blank\" rel=\"noopener\">flies NASA\u2019s astronauts<\/a> to the International Space Station and is developing the spacecraft that is to land people on the moon. But Nelson was growing concerned that Musk, SpaceX\u2019s founder and CEO, was getting embroiled in his <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/12\/18\/twitter-policy-links-to-social-sites\/?itid=lk_inline_manual_3\" target=\"_blank\" rel=\"noopener\">purchase of Twitter <\/a>and losing focus.<\/p>\n<\/div>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cTell me that I don\u2019t have to worry about the distraction at Twitter,\u201d he said to Shotwell as they walked into the garage at the awards ceremony together.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cI assure you \u2014 you don\u2019t have anything to worry about,\u201d Nelson, in an interview with The Washington Post, recalled Shotwell replying.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">That exchange eased Nelson\u2019s concern about Musk and his stewardship of SpaceX \u2014 at least for now. But with the completion of its <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/12\/11\/orion-nasa-spacecraft-return\/?itid=lk_inline_manual_9\" target=\"_blank\" rel=\"noopener\">Artemis I mission<\/a> this month, a flight of NASA\u2019s Orion capsule around the moon without astronauts on board, the space agency will increasingly be looking to SpaceX to help it achieve its goal of returning humans to the surface of the moon.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Last year, NASA made a big bet on Musk\u2019s company, awarding it a <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/04\/16\/nasa-lunar-lander-contract-spacex\/?itid=lk_inline_manual_10\" target=\"_blank\" rel=\"noopener\">nearly $3 billion contract <\/a>to use its next-generation Starship spacecraft to land astronauts on the lunar surface by 2025. Since then, SpaceX won another contract, worth $1.5 billion, for a second lunar landing.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The company has been running an <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/05\/05\/elon-musks-spacex-lands-starship-spacecraft-first-time\/?itid=lk_inline_manual_12\" target=\"_blank\" rel=\"noopener\">intense testing program<\/a> at its private launch and manufacturing facility in South Texas, moving quickly to get what would be the biggest and <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/10\/space-elon-musk-starship-boca-chica-starbase\/?itid=lk_inline_manual_12\" target=\"_blank\" rel=\"noopener\">most powerful rocket ever <\/a>flown up and running. The company is already building a launch tower for it at the Kennedy Space Center, where it launches its Falcon 9 rockets and Dragon spacecraft.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">While Musk has been at Twitter, SpaceX has kept up its fast pace, completing three launches in 34 hours last week, including one that was the 15th flight of its reusable Falcon 9 booster, a record.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">All of which has turned Nelson, once a SpaceX skeptic, into a believer.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cRemember what everybody said? SpaceX was pie in the sky,\u201d Nelson, a former senator from Florida, said in the interview. \u201cAs we say in the south, the proof\u2019s in the pudding.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Gesturing to a model rocket on display in his office, he added: \u201cAnd look what they\u2019ve done with that one right there, the Falcon 9.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Still, Musk\u2019s foray into social media and the way it has consumed his time has worried Nelson, other leaders at NASA and the space community as a whole.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">When pressed about what Musk\u2019s<a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/10\/space-elon-musk-starship-boca-chica-starbase\/?itid=lk_inline_manual_21\" target=\"_blank\" rel=\"noopener\"> takeover of Twitter<\/a> might mean for NASA, Nelson said: \u201cI have a great deal of faith in Gwynne Shotwell. And I also have faith that Elon trusts Gwynne and has turned the reins of SpaceX over to Gwynne.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">When it comes to SpaceX\u2019s day-to-day operations, that has been true for some time. But SpaceX is still very much Musk\u2019s company; he\u2019s not only the chief executive, but also the chief engineer. He sets the vision and the ethos for its more than 10,000 employees. And Starship, a fully reusable spacecraft that he wants to use to get people to the <a href=\"https:\/\/www.washingtonpost.com\/news\/the-switch\/wp\/2016\/09\/28\/elon-musk-on-mariachi-bands-how-he-plans-to-make-space-travel-fun-and-why-his-mars-plan-is-like-battlestar-galactica\/?itid=lk_inline_manual_23\" target=\"_blank\" rel=\"noopener\">moon and Mars<\/a>, has been the project that has consumed most of his time and energy at SpaceX.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Concerned about its progress, Musk last year wrote an email to SpaceX employees lamenting how long it was taking to ramp up production of the next-generation raptor engine that powers Starship. \u201cThe Raptor production crisis is much worse than it seemed a few weeks ago,\u201d he wrote. He said the company faced a \u201cgenuine risk of bankruptcy if we cannot achieve a Starship flight rate of at least once every two weeks next year.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The email was largely seen as a way for Musk to motivate his team to work faster. But Starship still hasn\u2019t flown this year, let alone at such a fast cadence. The company is now looking to fly sometime in the first part of next year.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">But it\u2019s still not clear when. This year, the company <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/06\/13\/spacex-starship-faa-boca-chica\/?itid=lk_inline_manual_28\" target=\"_blank\" rel=\"noopener\">won preliminary approval<\/a> from the Federal Aviation Administration to fly the vehicle to orbit, but that approval came with a list of more than 75 actions the company must complete that are designed to protect the environment and reduce the impact of SpaceX\u2019s activities on a nearby public beach and wildlife preserve.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The FAA said last week in a statement to The Post that the time frame to complete those milestones varies. \u201cSome measures must be completed prior to launch, while others are designed to occur during post-launch activities or following a major mishap,\u201d the statement said. \u201cThe FAA will ensure SpaceX complies with all required mitigations.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">It did not say when SpaceX might launch. SpaceX declined to comment for this article.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Earlier in the development program, SpaceX sent Starship prototypes several miles into the air, where they hovered and then descended toward their landing pad. Several<a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/03\/30\/elon-musk-spacex-starship-sn11\/?itid=lk_inline_manual_32\" target=\"_blank\" rel=\"noopener\"> crashed and blew up<\/a>. But after a few attempts, the teams figured it out and landed the spacecraft safely. Since then, the company has been focused on building the launch tower, complete with a pair of arms that would catch the booster as it descends, and getting the whole vehicle ready for an orbital launch attempt. In recent months, it has conducted engine tests, including one last week.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Pam Melroy, NASA\u2019s deputy administrator, said at a recent event that the company is making progress. But she didn\u2019t offer a timeline for when the orbital launch attempt might come.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cThey\u2019ve got the design ready to go. Do some<b> <\/b>serious hardware testing and they\u2019re beyond the we\u2019re-going-to-probably-blow-up-the-pad phase,\u201d she said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">As a former acting deputy associate administrator at the FAA, she said she knows \u201chow hard it is to develop a new location to launch rockets from. \u2026 It\u2019s very challenging to set up a new location, and I think they\u2019re just experiencing some of those things.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">In the interview, Nelson said he is constantly asking for updates on the company\u2019s progress. \u201cAnd I am continuously told they are on schedule, they are meeting every milestone, and in some cases, they are exceeding their milestones,\u201d he said. \u201cAnd, you know, look at SpaceX\u2019s history. They launch and sometimes they blow up. But in the end, they keep it going.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">NASA will need them to. After it successfully flew the Artemis I mission, it\u2019s looking toward Artemis II, which would send a crew of astronauts in the Orion spacecraft to orbit around the moon, perhaps by 2024. Then for the lunar landing attempt, Starship would meet up with Orion in lunar orbit, ferry the astronauts to the surface and back to Orion again, which would take them home.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">That\u2019s <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/11\/09\/nasa-moon-artemis-spacex-china\/?itid=lk_inline_manual_42\" target=\"_blank\" rel=\"noopener\">scheduled for 2025<\/a> \u2014 an ambitious, perhaps quixotic timeline, considering Starship has yet to fly to Earth orbit, let alone to the moon.
