The attempt did not identify the source of the leaks.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The investigation was revealed in emails that ByteDance\u2019s general counsel sent to employees on Thursday, which the company shared with The Washington Post. The New York Times first <a href=\"https:\/\/www.nytimes.com\/2022\/12\/22\/technology\/byte-dance-tik-tok-internal-investigation.html\" target=\"_blank\" rel=\"noopener\">reported<\/a> the investigation.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The findings will likely intensify tensions over TikTok, one of the world\u2019s <a href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2022\/tiktok-popularity\/?itid=lk_inline_manual_9\" target=\"_blank\" rel=\"noopener\">most popular apps<\/a>, as its corporate owners strive to persuade the U.S. government that its Chinese ownership poses <a href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2022\/bytedance-tiktok-privacy-china\/?itid=lk_inline_manual_9\" target=\"_blank\" rel=\"noopener\">no data-privacy or surveillance threat<\/a>.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Sen. Josh Hawley (R-Mo.), one of TikTok\u2019s biggest critics in Congress, cited the investigation in a <a href=\"https:\/\/twitter.com\/HawleyMO\/status\/1605975424449646597\" target=\"_blank\" rel=\"noopener\">tweet<\/a> on Thursday. \u201cThis is why Congress must BAN TikTok on all federal devices now,\u201d he said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Nineteen states have recently passed laws prohibiting the use of TikTok on government-owned phones, and members of Congress on Tuesday included a <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/12\/20\/tiktok-ban-spending-bill-china\/?itid=lk_inline_manual_11\" target=\"_blank\" rel=\"noopener\">similar ban<\/a> for federal employees in its must-pass omnibus spending bill.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The company has since 2019 been negotiating an agreement with a government panel known as the Committee on Foreign Investment in the United States. In August, it proposed a major restructuring of its U.S. operations that would further restrict who can access U.S. users\u2019 data and give federal officials veto power over key decisions, including its board of directors, The Post <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/12\/20\/tiktok-ban-spending-bill-china\/?itid=lk_inline_manual_14\" target=\"_blank\" rel=\"noopener\">reported<\/a> this week, citing people familiar with the discussions.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">CFIUS officials have not yet approved the deal, saying they continue to review the company for potential national-security concerns.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a font-copy\">Erich Andersen, ByteDance\u2019s general counsel, said the company\u2019s Global Legal Compliance team brought in an external law firm to help launch an investigation into claims made in a news report alleging the company had inappropriately gathered users\u2019 location data.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">A ByteDance spokeswoman declined to name the law firm, saying only that is \u201ca prominent firm,\u201d and said the company is communication with Congress and CFIUS.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The investigation, Andersen said, found that employees in ByteDance\u2019s internal-audit department had carried out a \u201cmisguided plan\u201d this summer to use TikTok user data to examine whether the journalists had made contact with current employees by pulling their IP addresses.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Company officials did not name the journalists, but some of the details match closely with an <a href=\"https:\/\/www.forbes.com\/sites\/emilybaker-white\/2022\/10\/20\/tiktok-bytedance-surveillance-american-user-data\/?sh=607cbeb26c2d\" target=\"_blank\" rel=\"noopener\">October report <\/a>from Emily Baker-White, a former BuzzFeed journalist, now at Forbes, who has written articles citing internal documents, screenshots and meeting recordings.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">ByteDance fired the four employees and has restructured its Internal Audit and Risk Control department, including by adding an oversight council to help set new policies for its employee investigations, Andersen said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">ByteDance\u2019s chief executive, Liang Rubo, said in an email to employees Thursday that he was \u201cdeeply disappointed\u201d by the situation, saying, \u201cThe public trust that we have spent huge efforts building is going to be significantly undermined by the misconduct of a few individuals.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cNo matter what the cause or the outcome was, this misguided investigation seriously violated the company\u2019s Code of Conduct and is condemned by the company,\u201d he added. \u201cWe simply cannot take integrity risks that damage the trust of our users, employees, and stakeholders.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">In a third email, TikTok\u2019s chief executive, Shou Zi Chew, outlined how the company had in recent months begun moving and safeguarding U.S. user data and \u201csystematically cutting off access points\u201d to the information for all but a select group of authorized officials.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWe must continue to prioritize these efforts and not let the poorly conceived acts of a few people undermine the work of the tens of thousands,\u201d he said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The findings could challenge TikTok\u2019s ability to persuade federal lawmakers that its international operation poses no threat to U.S. user security.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">TikTok officials have held briefings for members of Congress and their staff to detail their proposal to CFIUS, which would sever the TikTok U.S. team\u2019s decision-making from ByteDance and give U.S. authorities veto power over the appointment of the U.S. operation\u2019s leadership, according to four people with knowledge of the discussions, who <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/12\/20\/tiktok-ban-spending-bill-china\/?itid=lk_inline_manual_35\" target=\"_blank\" rel=\"noopener\">spoke to The Post<\/a> on the condition of anonymity because they were not authorized to discuss the work publicly.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The company said it has spent more than $1.5 billion on implementing the plan, known internally as Project Texas, and that it would bind the
