Categories such as gaming, social communication and productivity would rank higher, he said, adding that Meta most likely would prioritize building out the social apps.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWe are going to try to build the core social experiences,\u201d Zuckerberg said. \u201cThat\u2019s our DNA.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The FTC <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/07\/27\/federal-trade-commission-sues-block-metas-acquisition-vr-company\/?itid=lk_inline_manual_8\">sued<\/a> in July to block Meta from buying Within, which created the popular VR workout game \u201cSupernatural.\u201d The FTC argued that Meta probably would have created its own VR fitness app if it hadn\u2019t made the acquisition. Buying Within subsequently meant that consumers were deprived of that competition and choice, the agency said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Zuckerberg, who was called by the FTC as a witness, defended Meta\u2019s reliance on acquisitions to build out virtual and augmented reality services. He said that under current economic conditions, Meta would be unlikely to take on developing a fitness app of its own.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">When Meta was exploring expanding into the VR fitness market in 2021, the company was trying to figure out how to invest higher-than-expected revenue. Now that Meta is experiencing an economic downturn, the company is cutting back on expenses and \u201cnot spinning up new projects.\u201d The company recently laid off approximately 13,000 people.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/12\/16\/meta-ftc-trial-within-acqusition\/?itid=lk_interstitial_manual_12\">FTC case shows just how badly Mark Zuckerberg wanted a VR fitness app<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Zuckerberg added that he was still excited about the potential for Within and \u201cSupernatural.\u201d He testified that Meta\u2019s funding can \u201cgive them a multiyear runway\u201d to keep on building their app.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Meta executives envision that in the future, people will want to work, play and spend time with their loved ones in the metaverse, experiences powered by virtual and augmented reality. Meta has funneled billions of dollars into making that vision a reality, which has helped the VR app market grow from a niche audience of gamers to one with some mainstream recognition.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">But the investment is unlikely to have a short-term payoff, and Meta\u2019s core social media businesses are facing a laundry list of challenges. The company\u2019s stock has tumbled more than 65 percent this year, and its social media business is facing competition for users and advertising dollars from new rivals such as TikTok.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Meta also was hit hard by new Apple privacy restrictions that forced app makers such as Facebook to explicitly ask users whether they could collect data about their online activity.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Zuckerberg also has said he overestimated the staying power of the pandemic\u2019s e-commerce boom, which increased Meta\u2019s revenue \u2014 a shift that the CEO said he expected to be permanent but didn\u2019t turn out to be.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Meta Chief Technology Officer Andrew Bosworth, who has also testified in the case, said in a recent blog <a href=\"https:\/\/tech.facebook.com\/reality-labs\/2022\/12\/boz-look-back-2023-look-ahead\/\" target=\"_blank\" rel=\"noopener\">post<\/a> that about 80 percent of Meta\u2019s overall spending supports its core businesses while the other 20 percent goes toward Reality Labs, the division that oversees the company\u2019s metaverse ambitions.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cIt\u2019s a level of investment we believe makes sense for a company committed to staying at the leading edge of one of the most competitive and innovative industries on earth,\u201d he wrote.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/09\/14\/facebook-meta-virtual-reality-vr-competition\/?itid=lk_interstitial_manual_24\">VR developers accuse Facebook of withholding the keys to metaverse success<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Meanwhile, Meta has experienced a leadership shake-up while the trial has proceeded. John Carmack, a prominent developer and executive consultant for VR at Meta, <a href=\"https:\/\/www.facebook.com\/permalink.php?story_fbid=pfbid0iPixEvPJQGzNa6t2x6HUL5TYqfmKGqSgfkBg6QaTyHF5frXQi7eLGxC7uPQv5U5jl&amp;id=100006735798590\" target=\"_blank\" rel=\"noopener\">announced<\/a> earlier this month that he was cutting ties with the company over disagreement over its direction.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWe have a ridiculous amount of people and resources, but we constantly self-sabotage and squander effort,\u201d he wrote in a Facebook message. \u201cThere is no way to sugar coat this; I think our organization is operating at half the effectiveness that would make me happy.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The FTC\u2019s case arrives at a time when FTC chair Lina Khan and the Biden administration have promised to usher in tougher antitrust enforcement against the major technology companies, including Meta, Google, Apple and Amazon. Fitness apps, they said, also have the potential of making Meta\u2019s Quest VR headsets part of users\u2019 routines.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">FTC lawyers trying to make the case that Meta was interested in a fitness app have pointed to testimony and internal correspondence that show employees debating how to get into the fitness app business. There was even some discussion about forming a relationship with Peloton \u2014 an idea that Zuckerberg supported at one point, according to Michael Verdu, the social media giant\u2019s former vice president of augmented reality and virtual reality.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cI am bullish on fitness. A partnership with Peloton for Beat Saber sounds awesome,\u201d Zuckerberg wrote, according to court testimony. \u201cI\u2019d love to see that happen.
