As U.S. officials have <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/02\/tiktok-biden-administration-rules\/?itid=lk_interstitial_enhanced-template&amp;itid=lk_inline_manual_4\">sought to regulate<\/a> TikTok,<b> <\/b>the platform in recent years has come under <a href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2022\/bytedance-tiktok-privacy-china\/?itid=lk_inline_manual_4\" target=\"_blank\" rel=\"noopener\">sharp questioning in Washington <\/a>and been <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/02\/state-attorneys-general-tiktok\/?itid=lk_inline_manual_4\" target=\"_blank\" rel=\"noopener\">under investigation <\/a>by a bipartisan group of attorneys general for its potential effects on youth mental health, its data security and its ties to China.<\/p>\n<\/div>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Filing two lawsuits in a state superior court, Indiana Attorney General Todd Rokita (R) argued that everything including people\u2019s interests and their facial features are potentially accessible to the Chinese government. The suits claim that TikTok and its Beijing-based owner, <a href=\"https:\/\/www.washingtonpost.com\/technology\/2021\/08\/17\/chinese-government-bytedance-tiktok\/?itid=lk_inline_enhanced-template&amp;itid=lk_inline_manual_5\" target=\"_blank\" rel=\"noopener\">tech giant ByteDance<\/a>, have deceived consumers about their data security and suitability for young teens.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">One suit alleges that China could use the vast amount of American consumer information tracked and collected by TikTok in the name of its own national security or \u201cto spy on, blackmail, and coerce\u201d users. The suit echoed long-standing U.S. government <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/02\/02\/tiktok-biden-administration-rules\/?itid=lk_inline_manual_8\" target=\"_blank\" rel=\"noopener\">concerns <\/a>that China could access American user data through ByteDance.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2022\/bytedance-tiktok-privacy-china\/?itid=lk_interstitial_manual_9\">As Washington wavers on TikTok, Beijing exerts control<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">TikTok and ByteDance<b> <\/b>have also misled consumers about how safe the app<b> <\/b>is for children, Rokita\u2019s office claims in the second lawsuit. The state\u2019s court filings dispute the app\u2019s 12-plus age rating and \u201cinfrequent\/mild\u201d designation for content about sex, drugs, alcohol and violence in Apple\u2019s App Store.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Not only are entire corners of TikTok dedicated to trends and songs that involve sexual content, the suit argues, but the app\u2019s autocomplete search feature and video-suggestion algorithm mean explicit clips are often recommended to users who may not even search for them. Sexually explicit content is banned by TikTok, but users often change one letter in a word to get around those rules.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cAt the very least, the company owes consumers the truth about the age-appropriateness of its content and the insecurity of the data it collects on users. We hope these lawsuits force TikTok to come clean and change its ways,\u201d Rotika said in a statement.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Home to millions of users, viral clips and a culture-shifting algorithm, the platform has captured two-thirds of American teens, a quarter of whom say they\u2019re on the video-sharing app \u201calmost constantly,\u201d a Pew Research study <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/08\/10\/teens-social-pew\/?itid=lk_inline_manual_15\">found in August<\/a>. The app\u2019s unique \u201cFor You\u201d algorithm<a href=\"https:\/\/www.washingtonpost.com\/technology\/interactive\/2022\/tiktok-popularity\/?itid=lk_inline_manual_15\"> learns a user\u2019s tastes<\/a> and then feeds video after video, sometimes with an accuracy that stuns users.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/07\/07\/why-lawmakers-arent-buying-tiktoks-assurances-china\/?itid=lk_interstitial_manual_16\">Why lawmakers are not buying assurances from TikTok on China<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">As the app has become a cultural phenomenon, U.S. policymakers have <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/07\/07\/why-lawmakers-arent-buying-tiktoks-assurances-china\/?itid=lk_inline_manual_17\">raised concerns<\/a> about privacy and data, children\u2019s online safety and national security. TikTok executives <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/07\/07\/why-lawmakers-arent-buying-tiktoks-assurances-china\/?itid=lk_inline_manual_17\">have said<\/a> the app does not share information with the Chinese government and have attempted to quell fears from members of Congress about national security and transparency.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The company <a href=\"https:\/\/newsroom.tiktok.com\/en-us\/statement-on-tiktoks-content-moderation-and-data-security-practices\">has said<\/a> the data it collects is not stored in China and is not subject to Chinese law, claims disputed by Indiana in the lawsuit.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">TikTok spokesperson Brooke Oberwetter said in an emailed statement to The Washington Post on Wednesday that \u201cyouth well-being\u201d was part of TikTok\u2019s policies, including age-limited features and tools for parents to control what children view.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWhile we don\u2019t comment on pending litigation, the safety, privacy and security of our community is our top priority,\u201d Oberwetter said. \u201cWe are also confident that we\u2019re on a path in our negotiations with the U.S. Government to fully satisfy all reasonable U.S. national security concerns, and we have already made significant strides toward implementing those solutions.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The suits came amid steps by other states to limit TikTok\u2019s access to their data. Also on Wednesday, Texas Gov. Greg Abbott (R) ordered state agencies <a href=\"https:\/\/gov.texas.gov\/news\/post\/governor-abbott-orders-aggressive-action-against-tiktok\">to ban their employees<\/a> from using the app on any government-issued devices. That followed similar directives last week in <a href=\"https:\/\/apnews.com\/article\/south-dakota-bans-tiktok-from-state-devices-f7a95dd494dab9c410ff80c577c609dd\" target=\"_blank\" rel=\"noopener\">South Dakota <\/a>and Maryland.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">A TikTok spokesperson <a href=\"https:\/\/www.washingtonpost.com\/politics\/2022\/12\/07\/states-are-joining-tiktok-crackdown\/?itid=lk_inline_manual_26\" target=\"_blank\" rel=\"noopener\">told The Post <\/a>this week that state officials\u2019 concerns \u201care largely fueled by misinformation about our company.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The growing pushback against TikTok has included competition from fellow social media behemoths. Meta, which owns Facebook and Instagram, hired a major Republican consulting firm to conduct a campaign to turn public opinion against TikTok, partly in a bid to distract from scrutiny of Meta, <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/30\/facebook-tiktok-targeted-victory\/?itid=lk_inline_manual_27\">The Post found<\/a> in March. Meta owns TikTok\u2019s rivals Facebook and Instagram.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/03\/30\/facebook-tiktok-targeted-victory\/?itid=lk_interstitial_manual_28\">Facebook paid GOP firm to malign TikTok<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Indiana\u2019s lawsuit argues that TikTok \u201croutinely exposes\u201d consumers\u2019 data \u201cto access and exploitation by the Chinese Government and Communist Party,\u201d partly through ByteDance\u2019s ownership of the app, and misleads users about how safe their data is. Rokita\u2019s office argues that TikTok\u2019s assurances that data is not being sent to China are false, saying the data the app collects can be accessed by people and companies subject to Chinese law, including ByteDance.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWhile TikTok vacuums up reams of this highly sensitive and personal information about Indiana consumers, it deceives and misleads them about the risks the app routinely poses to their data,\u201d the state\u2019s complaint says, later concluding: \u201cTikTok is a wolf in sheep\u2019s clothing.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">At the same time, TikTok, which requires users to enter an age of 13 or older to create an account, has short videos on everything including hallucinogenic mushrooms and bondage. The lawsuit cites lyrics of various popular songs, such as Cardi B\u2019s hit \u201cWAP\u201d and dance moves including twerking as evidence that the platform contains content inappropriate for young teens.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Just typing the first two letters of certain TikTok trends will bring up search prompts for explicit content, the suit notes, often offering videos categorized under tags that are misspelled to avoid triggering the app\u2019s content bans. Further, a mode in the app meant to restrict younger users from seeing vulgar videos is ineffective, still serving sexual content in response to searches, the Indiana attorney general\u2019s office argues.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cTikTok intentionally falsely reports the frequency of sexual content, nudity, and mature\/suggestive themes on the TikTok platform to the App Store because TikTok wants to keep and increase young users\u2019 engagement with the TikTok platform,\u201d the complaint says.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The lawsuit also raises concerns about how the platform polices videos related to child pornography, rape fantasies and abuse. Citing <a href=\"https:\/\/www.forbes.com\/sites\/alexandralevine\/2022\/11\/11\/tiktok-private-csam-child-sexual-abuse-material\/?sh=792df1a43ad9\" target=\"_blank\" rel=\"noopener\">a Forbes investigation<\/a>, the state alleges that users get around TikTok\u2019s policy banning sexual or exploitative content by uploading content showing child sex abuse to private accounts and then distributing the log-in information so others can log in and view it.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">On its website, TikTok says it is \u201cdeeply committed to ensuring the safety of minors\u201d and prohibits any videos relating to child sexual exploitation or endangerment.
