But debates about <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/11\/19\/trump-musk-twitter\/?itid=lk_inline_manual_5\">Trump\u2019s account<\/a>, <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/12\/02\/kanye-west-twitter-suspended-elon-musk\/?itid=ap_rachellerman&amp;itid=lk_inline_manual_5\">antisemitic tweets<\/a> from the musician formerly known as Kanye West, and whether Twitter was<a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/12\/03\/elon-musk-twitter-files\/?itid=lk_inline_manual_5\"> overly censorious of Hunter Biden-related tweets<\/a> are only a small slice of what free speech means.<\/p>\n<\/div>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Let me drag the conversation over to China and Iran, where the purest form of freedom of expression is happening under Musk\u2019s nose.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">In rare displays for China, people in recent weeks have been <a href=\"https:\/\/www.washingtonpost.com\/world\/interactive\/2022\/china-lockdown-protests-covid-videos-photos\/?itid=lk_inline_manual_8\">protesting online and in the streets<\/a> over the government\u2019s covid-19 restrictions, and some of them have demanded broader loosening of the government\u2019s control over their lives.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">There have been months of protests in Iran set off by the <a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/09\/16\/iran-woman-dies-detention-police\/?itid=lk_inline_manual_3&amp;itid=lk_inline_manual_10\">death of Mahsa Amini<\/a>, who was detained by Iran\u2019s morality police over an alleged violation of the country\u2019s dress code for women.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\"><a href=\"https:\/\/www.wsj.com\/articles\/twitter-becomes-stage-for-china-protests-despite-ban-by-beijing-11669829265\">Social media<\/a> including <a href=\"https:\/\/www.technologyreview.com\/2022\/12\/02\/1064075\/teacher-li-twitter-china-protests\/\">Twitter<\/a>, TikTok, YouTube,<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-11-27\/chinese-protesters-use-tricks-to-evade-censors-vent-covid-anger?sref=Qk91czAc\"> WeChat<\/a> and Telegram have been important tools to help people in China and Iran organize and share their views with the outside world and one another. Protesters in those countries are defying the authorities\u2019 internet controls and their countries\u2019 laws, and taking great risks to their safety.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">In recent days, governments in both countries appear to have made <a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/12\/02\/china-covid-zero-protests-restrictions\/?itid=lk_inline_manual_13\">small<\/a> concessions <a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/12\/04\/iran-morality-police-suspended-mahsa-amini-protests\/?itid=lk_inline_manual_13\">to protesters\u2019 demands<\/a>, although it\u2019s not clear yet how much real change they will allow.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">What is happening in Iran and China is what Musk and other <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/04\/18\/musk-twitter-free-speech\/?itid=lk_inline_manual_14\">free-speech-loving<\/a> internet bosses should be fighting for. But Musk has said almost nothing about what Twitter should do to give people a voice when their own governments do not want people to have it.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Over the weekend in a Twitter Spaces audio chat, Musk was asked what Twitter could do to support citizens in countries such as China, Iran and Ukraine where social media has helped people stand up for themselves. (In Ukraine, they\u2019ve been trying to combat propaganda from Russia\u2019s government about the war that Russia\u2019s leaders deny is a war.)<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Musk reiterated his view that people should be able to speak freely within the bounds of the law. The dramatic episodes of defiance in Iran and China were a glancing mention in an hours-long discussion. (This came up about 2 hours and 25 minutes into<a href=\"https:\/\/twitter.com\/i\/spaces\/1OwxWwDyXnQxQ?s=20\"> the Twitter Spaces<\/a> chat.)<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Okay, here are a couple of follow-up questions for Musk: What if a government\u2019s own laws deny people\u2019s fundamental rights to free speech? And what happens when government censorship, digital snooping or online propaganda undermine free speech?<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">These are not theoretical questions. China and Iran have been among the most successful governments in the world at co-opting and censoring the internet both inside and outside those countries\u2019 borders.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Twitter, Facebook and other foreign apps are banned in China and Iran, although people find ways around the blockades. Outside China, groups linked to the government have repeatedly flooded Twitter and other sites with false information or chum to try to skew the world\u2019s beliefs about everything<a href=\"https:\/\/www.nytimes.com\/interactive\/2021\/12\/20\/technology\/china-facebook-twitter-influence-manipulation.html\"> from covid-19<\/a> to the<a href=\"https:\/\/www.nytimes.com\/2022\/02\/18\/technology\/china-olympics-propaganda.html\"> Winter Olympics<\/a>.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Years before Musk took over Twitter, Saudi Arabia\u2019s government<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2019\/11\/14\/saudi-spies-hacked-my-phone-tried-stop-my-activism-i-wont-stop-fighting\/?itid=lk_inline_manual_24\"> spied on dissidents outside the country<\/a> who used Twitter to criticize Saudi leadership, and a U.S. jury convinced one former Twitter employee of<a href=\"https:\/\/www.washingtonpost.com\/national-security\/former-twitter-employees-charged-with-spying-for-saudi-arabia-by-digging-into-the-accounts-of-kingdom-critics\/2019\/11\/06\/2e9593da-00a0-11ea-8bab-0fc209e065a8_story.html?itid=lk_inline_manual_24\"> taking bribes from Saudi officials<\/a> in their surveillance scheme.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">And even in <a href=\"https:\/\/www.nytimes.com\/2022\/08\/04\/technology\/internet-censorship.html\">some large democracies<\/a> including <a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/05\/16\/twitter-elon-musk-india\/?itid=lk_inline_manual_26\">India<\/a> and Indonesia, laws give authorities the right to order the internet scrubbed of posts that authorities consider subversive or a threat. Critics of those laws say they are often intended to silence dissent that authorities don\u2019t like. Under the company\u2019s former management, Twitter took India\u2019s government to court and<a href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/05\/16\/twitter-elon-musk-india\/?itid=lk_inline_manual_26\"> refused orders to block some accounts<\/a> of citizens that Twitter said were expressing their rights under India\u2019s own constitution.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">What internet companies should do about governments determined to interfere with free speech is an essential question for Musk as Twitter\u2019s owner and as a self-proclaimed free speech purist. He has said very little about this tricky issue that all American internet companies have struggled with.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Musk didn\u2019t reply to a request for comment.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Alex Stamos, director of the Stanford internet Observatory, <a href=\"https:\/\/twitter.com\/alexstamos\/status\/1599080998339477504\">suggested<\/a> on Twitter a few steps that Musk could take if he wanted to preserve freedom of expression from governments\u2019 interference.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Stamos said that Musk could commit to regularly making public any communications with government officials, political party functionaries and candidates who demand posts be restricted or deleted. He also suggested that Musk could commit to rebuilding the Twitter teams he gutted that are responsible for spotting and stopping covert government-affiliated online influence campaigns, including those from the <a href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/09\/19\/pentagon-psychological-operations-facebook-twitter\/?itid=lk_inline_manual_32\">U.S. military<\/a> and China.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Stamos\u2019s recommendations go further than the disclosures that<a href=\"https:\/\/blog.twitter.com\/en_us\/topics\/company\/2022\/ttr-20\"> Twitter<\/a> and other U.S. internet companies already make, including<a href=\"https:\/\/lumendatabase.org\/twitter\"> releasing government requests for content removal<\/a>.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">There will be more examples of officials trying to restrict internet free expression for all sorts of purported reasons \u2014 including to <a href=\"https:\/\/www.nytimes.com\/2022\/10\/21\/world\/americas\/brazil-online-content-misinformation.html\" target=\"_blank\" rel=\"noopener\">defend elections<\/a> in Brazil, to <a href=\"https:\/\/www.washingtonpost.com\/world\/2022\/01\/20\/european-union-digital-services-act\/?itid=lk_inline_manual_36\" target=\"_blank\" rel=\"noopener\">stop Holocaust denial from spreading<\/a> in Europe, and to <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2020\/02\/somalia-killings-corruption-and-censorship-besiege-media-freedom\/\" target=\"_blank\" rel=\"noopener\">silence government critics in Somalia<\/a>.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">This is nuanced subject with few easy answers. But it would be helpful to freedom if Musk treated the free expression of Indians and Chinese citizens with at least as much consideration as he gave to Ye\u2019s free speech.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<h3 data-qa=\"article-header\" class=\" pb-sm pt-lgmod\" id=\"SS6ZVZAY75H5PAGWWEQQOPXQAA\">\n<p>What you need to know about ChatGPT<\/p>\n<\/h3>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">A few days ago, the public got its first look at the most sophisticated digital assistant you have ever seen.
