The insurance giant has <a href=\"https:\/\/www.theregister.com\/2022\/11\/07\/medibank_breach_n0_ransom_payment\/\">refused to pay a ransom<\/a> to the extortionists.<\/p>\n<p>&#8220;Based on the extensive advice we have received from cyber crime experts we believe there is only a limited chance paying a ransom would ensure the return of our customers&#8217; not financial information, and &#8220;is not sufficient to enable identity and financial fraud,&#8221; according to Medibank&#8217;s Thursday admission.\u00a0<\/p>\n<p>Despite the criminals&#8217; &#8220;case closed&#8221; the Office of the Australian Information Commissioner said in a <a href=\"https:\/\/www.oaic.gov.au\/updates\/news-and-media\/oaic-opens-investigation-into-medibank-over-data-breach\" rel=\"nofollow\">statement<\/a> on its website.<\/p>\n<p>&#8220;The investigation will also consider whether Medibank took reasonable steps to implement practices, procedures and systems to ensure compliance with the Australian Privacy Principles (APPs),&#8221; privacy-related offenses, it may seek civil penalties up to $2.2 million for each violation.\u00a0<\/p>\n<h3 class=\"crosshead\">The hits keep on coming<\/h3>\n<p>The health insurer first <a href=\"https:\/\/www.theregister.com\/2022\/10\/13\/mediabank_private_latest_aussie_business\/\">admitted<\/a> to an attack on October 13. At the time it said it had taken down systems that run two sub-brands as a precaution, but that no customer data had been accessed at either those brands or Medibank itself.<\/p>\n<p>About a week later it <a href=\"https:\/\/www.theregister.com\/2022\/10\/20\/medibank_data_breach_worsens\/\">pedaled back<\/a> the earlier assessment and said the crooks had been in contact to negotiate a deal to get the patient data back. At this point Medibank said 100 records were revealed by the data thieves \u2013 some including information about medical treatments customers had undergone.<\/p>\n<p>By the end of October, this health insurance giant had <a href=\"https:\/\/www.theregister.com\/2022\/10\/26\/medibank_breach_update\/\">disclosed<\/a> that &#8220;personal data and significant amounts of health claims data&#8221; was stolen across all three brands.\u00a0<\/p>\n<p>Last month the Australian Federal Police (AFP) <a href=\"https:\/\/www.theregister.com\/2022\/11\/11\/russia_named_medibank_hack_source\/\">pointed to Russia<\/a> as the location of the attackers who breached Medibank \u2014 but stopped short of attributing the ransomware attack to REvil \u2014 and just days later the government vowed to &#8220;<a href=\"https:\/\/www.theregister.com\/2022\/11\/14\/australia_offensive_ops_against_ransomware\/\">stand up and punch back<\/a>&#8221; against the cyber criminals.\u00a0<\/p>\n<p>To this end, Australia announced a joint operation between the AFP and Australian Signals Directorate (Australia&#8217;s GCHQ\/NSA analog) tasked with investigating and disrupting cybercrime syndicates.
