The TSA wants to analyze your face.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The Transportation Security Administration has been quietly testing controversial <a href=\"https:\/\/www.tsa.gov\/di-pilots\" target=\"_blank\" rel=\"noopener\">facial recognition technology<\/a> for passenger screening at 16 major domestic airports \u2014 from Washington to Los Angeles \u2014 and hopes to expand it across the United States as soon as next year. Kiosks with cameras are doing a job that used to be completed by humans: checking the photos on travelers\u2019 IDs to make sure they\u2019re not impostors.<\/p>\n<\/div>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The TSA says facial recognition, which has been <a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/05\/14\/san-francisco-becomes-first-city-us-ban-facial-recognition-software\/?itid=lk_inline_manual_5\" target=\"_blank\" rel=\"noopener\">banned by cities such as San Francisco<\/a>, helps improve security and possibly also efficiency. But it\u2019s also bringing an unproven tech, with civil rights ramifications we still just don\u2019t understand, to one of the most stressful parts of travel.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">After hearing concerns from Washington Post readers who encountered face scans while traveling, I wanted to know how the TSA is using the tech and what our rights are. Everybody wants better safety, but is this really safer \u2014 and what are its real costs?<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">So I quizzed the TSA\u2019s Jason Lim, who helps run <a href=\"https:\/\/www.tsa.gov\/di-pilots\" target=\"_blank\" rel=\"noopener\">the program formally known as Credential Authentication Technology with Camera (CAT-2<\/a>). And I also called Albert Fox Cahn, the founder of the <a href=\"https:\/\/www.stopspying.org\/\" target=\"_blank\" rel=\"noopener\">Surveillance Technology Oversight Project, or STOP<\/a>, and one of the biggest critics of facial recognition.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">I learned the TSA has put some important constraints on its use of facial recognition \u2014 but its current programs are just the beginning.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">No, you don\u2019t have to participate in facial recognition at the airport. Whether you\u2019ll feel like you have a real choice is a separate question.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<div data-qa=\"article-video\" class=\"ma-auto\" style=\"max-width:300px\">\n<div>\n<figure class=\"pt-xs mb-md mr-auto-ns ml-auto-ns hide-for-print flex flex-column items-center ml-neg-gutter mr-neg-gutter\"><figcaption>\n<p>TSA quietly rolled out facial recognition technology at over a dozen airports across the country. (Video: Monica Rodman\/The Washington Post)<\/p>\n<\/figcaption><\/figure>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<h3 data-qa=\"article-header\" class=\" pb-sm pt-lgmod\" id=\"JSBDS4NT6RGUFH5LZR6APY6JC4\">\n<p>How TSA facial recognition works<\/p>\n<\/h3>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">American airports have been experimenting with so-called <a href=\"https:\/\/www.tsa.gov\/biometrics-technology\" target=\"_blank\" rel=\"noopener\">biometric<\/a> technology for years, following the 9\/11 attacks. You might have seen Customs collecting biometric information from passengers entering the United States. In 2019, <a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/06\/10\/your-face-is-now-your-boarding-pass-thats-problem\/?itid=lk_inline_manual_15\">I tested<\/a> some of the ways airlines were using face scans to replace boarding passes for international flights. The TSA\u2019s facial recognition pilot began at Ronald Reagan Washington National Airport (DCA) amid concerns about covid transmission through contact in August 2020.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">This system is for general passenger security screening. You step up to the travel document checker kiosk and stick your ID into a machine. Then you look into a camera for up to five seconds and the machine compares your live photo to the one it sees on your ID. They call this a \u201cone to one\u201d verification system, comparing one face to one ID. Even though the software is judging if you\u2019re an impostor, there\u2019s still a human agent there to make the final call (at least for now).<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">So how accurate is it? The TSA says it\u2019s been better at verifying IDs than the manual process. \u201cThis technology is definitely a security enhancement,\u201d Lim said. \u201cWe are so far very satisfied with the performance of the machine\u2019s ability to conduct facial recognition accurately.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">What about people who don\u2019t exactly look like their driver\u2019s license photo? Minor variations in appearance over time \u2014 such as changing your hairstyle \u2014 have negligible negative impact on identity verification, the TSA says.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">But the TSA hasn\u2019t actually released hard data about how often its system falsely identifies people, through incorrect positive or negative matches. Some of that might come to light next year when the TSA has to make its case to the Department of Homeland Security to convert airports all over the United States into facial recognition systems.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cI am worried that the TSA will give a green light to technology that is more likely to falsely accuse black and brown and nonbinary travelers and other groups that have historically faced more facial recognition errors,\u201d said Cahn of STOP.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Research has shown facial recognition algorithms can be less accurate at identifying people of color. <a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/12\/19\/federal-study-confirms-racial-bias-many-facial-recognition-systems-casts-doubt-their-expanding-use\/?itid=lk_inline_manual_26\" target=\"_blank\" rel=\"noopener\">A study published by the federal National Institute of Science and Technology in 2019 <\/a>found that false positive rates in one-to-one verification systems were up to 100 times less accurate for some demographics.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/12\/19\/federal-study-confirms-racial-bias-many-facial-recognition-systems-casts-doubt-their-expanding-use\/?itid=lk_interstitial_manual_27\">Federal study confirms racial bias of many facial-recognition systems, casts doubt on their expanding use<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Should travelers be concerned? \u201cNo one should worry about being misidentified. That is not happening, and we work diligently to ensure the technology is performing according to the highest scientific standards,\u201d Lim told me. \u201cDemographic equitability is a serious issue for us, and it represents a significant element in our testing.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">That doesn\u2019t satisfy critics such as Cahn. \u201cI don\u2019t trust the TSA to evaluate the efficacy of its own facial recognition systems,\u201d he said.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">When some people hear about governments using facial recognition, they rightly picture the situation in China, where broad use of the technology makes it extremely difficult for citizens to evade surveillance. Does going through airport security now mean Homeland Security has a face ID that can identify you at a protest?<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">The TSA says it doesn\u2019t use facial recognition for law-enforcement purposes. It also says it minimizes holding on to our face data, so it isn\u2019t using the scans to build out a new national database of face IDs.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cThe scanning and match is made and immediately overwritten at the Travel Document Checker podium. We keep neither the live photo nor the photo of the ID,\u201d said Lim. But the TSA did acknowledge there are cases in which it holds on to the data for up to 24 months so its science and technology office can evaluate the system\u2019s effectiveness.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/travel\/2022\/11\/01\/tsa-liquids-rule-shoes-electronics\/?itid=lk_interstitial_manual_39\">Tiny toiletries forever? The future of TSA, from liquids to shoes.<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">What\u2019s more, the TSA already has a plan to expand the scope of how it\u2019s using the tech. It\u2019s running a pilot of a second system at a few airports where you don\u2019t even have to present your physical ID for inspection. Your face <i>is<\/i> your ID.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">In tests with Delta, machines compare passengers\u2019 live faces to a database of photos the government already has, typically from passports. For now, this system only works for passengers with PreCheck or Global Entry and passengers also have to request it from Delta. A colleague recently tried it in Atlanta and reported it was like an extra-fast version of PreCheck that probably saved him five minutes on his trip.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Just remember: Any time data gets collected somewhere, it could also be stolen \u2014 and you only get one face. The TSA says all its databases are encrypted to reduce hacking risk. But in 2019, the Department of Homeland Security disclosed that<a href=\"https:\/\/www.washingtonpost.com\/technology\/2019\/06\/10\/us-customs-border-protection-says-photos-travelers-into-out-country-were-recently-taken-data-breach\/?utm_term=.a1d71404501a&amp;itid=lk_inline_manual_15&amp;itid=lk_inline_manual_44\"> photos of travelers were taken in a data breach<\/a>, accessed through the network of one of its subcontractors.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">So do you have to participate?<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cNone of this facial recognition technology is mandated,\u201d said Lim. \u201cThose who do not feel comfortable will still have to present their ID \u2014 but they can tell the officer that they do not want their photo taken, and the officer will turn off the live camera.\u201d There are also supposed to be signs around informing you of your rights.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">But does it mean you\u2019ll get moved to a slow line, get an extra pat down, or a mark on your record? \u201cYou should have no derogatory experience based on you exercising your right,\u201d said Lim. If you suspect that has happened, the TSA says you should ask to speak to a manager.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p><span class=\"font--article-body font-copy hide-for-print ma-0 pb-md db italic interstitial\"><a data-qa=\"interstitial-link\" href=\"https:\/\/www.washingtonpost.com\/technology\/2022\/09\/18\/phone-data-privacy-customs\/?itid=lk_interstitial_manual_51\">How to prevent customs agents from copying your phone\u2019s content<\/a><\/span><\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">\u201cWhat we often see with these biometric programs is they are only optional in the introductory phases \u2014 and over time we see them becoming standardized and nationalized and eventually compulsory,\u201d said Cahn. \u201cThere is no place more coercive to ask people for their consent than an airport.\u201d<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Even people who care a lot about privacy often find their limits when it comes to airline travel. People gravitate to options that help them get through the airport faster \u2014 and it\u2019s not hard to imagine ending up with a bifurcated airport experience, said Cahn.<\/p>\n<\/div>\n<div class=\"article-body\" data-qa=\"article-body\">\n<p data-qa=\"drop-cap-letter\" data-el=\"text\" class=\"wpds-c-cYdRxM wpds-c-cYdRxM-iPJLV-css font-copy\">Those who have the privilege of not having to worry their face will be misread can zip right through \u2014 whereas people who don\u2019t consent to it pay a tax with their time.
