Just as cloud and digital transformation serve private sector interests, they also enable public sector capabilities.<\/p>\n

One example is the United States Army\u2019s Enterprise Cloud Management Agency, or ECMA<\/a>, which has entered into a joint project with Accenture Federal Services to create a blueprint for agency-wide hybrid cloud adoption.<\/p>\n

\u201cWhen you think of the partnership<\/span>\u00a0between the Army and Accenture Federal,<\/span>\u00a0we thought a lot when it came to establishing<\/span>\u00a0the Enterprise Cloud Management Agency,\u201d said\u00a0Paul Puckett<\/a> (pictured, right), director, enterprise cloud management agency for the U.S. Army.<\/span>\u00a0\u201cWe wanted to deliver quality first<\/span>\u00a0when it came to adopting cloud computing<\/span>\u00a0and then scale that quality,<\/span>\u00a0and not so much be afraid of the scale<\/span>\u00a0of the Army and the size.\u201d<\/span><\/p>\n

Puckett and\u00a0Justin Shirk<\/a> (pictured, left), managing director and cloud go-to market lead at Accenture Federal Services, spoke with theCUBE industry analyst John Walls<\/a> at the <\/span>AWS Executive Summit at re:Invent<\/span><\/a>, during an exclusive broadcast on theCUBE, SiliconANGLE Media\u2019s livestreaming studio. They discussed the considerations involved in executing the U.S. Army-Accenture project thus far. <\/span>(* Disclosure below.)<\/span><\/i><\/p>\n

Looking beyond scale<\/h3>\n

The Army is a large organization, with more than 1 million personnel currently. But, while scale is a big consideration when laying out digital strategy, quality should come first, according to Puckett. This has been ECMA\u2019s position throughout its three years of existence.<\/p>\n

Shortly after the ECMA\u2019s creation, the organization adopted a new strategy tagged \u201cbuy, secure and build.\u201d Its purpose was to create a system through which the Agency could acquire and manage cloud services at scale.<\/p>\n

\u201cYou could see when we were responding<\/span>\u00a0to the acquisition that it was really<\/span>\u00a0forward-thinking and forward-leaning in terms<\/span>\u00a0of how they thought about cloud acquisition<\/span>\u00a0and cloud governance and cloud management.<\/span>\u00a0And it\u2019s really kind of a sleepy area,<\/span>\u00a0cloud account acquisition,\u201d Shirk said.<\/span><\/p>\n

ECMA wasn\u2019t immune to the usual pushback that comes with scaling cloud adoption either, according to Puckett.<\/p>\n

\u201cThere\u2019s a lot of fear and trepidation<\/span>\u00a0around something you don\u2019t understand,\u201d he said. \u201c<\/span>And so part of it is the teaching, training,<\/span>\u00a0the capability and the opportunity in the cloud<\/span>\u00a0and the ability to be exceptionally secure when it comes<\/span>\u00a0to the sensitivity of <\/span>Department of Defense\u2019s information.\u201d<\/span><\/p>\n
