It started as a search company, then moved into advertising, maps, e-commerce, cloud, and software for self-driving cars.<\/p>\n<p>Like its Silicon Valley analogs, Yandex also looked for a more advantageous jurisdiction for its headquarters and picked The Netherlands, which has for more than a decade been home to holding company Yandex NV.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"condor\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\">\n        <noscript><br \/>\n            <a href=\"https:\/\/yandex.com\/company\/press_center\/press_releases\/2022\/2022-11-25\" rel=\"noopener\">statement<\/a> announcing that its board &#8220;has commenced a strategic process to review options to restructure the group&#8217;s ownership and governance in light of the current geopolitical environment.&#8221;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xmd=\",fluid,mpu,leaderboard,\" data-lg=\",fluid,mpu,leaderboard,\" data-xlg=\",fluid,billboard,superleaderboard,mpu,leaderboard,\" including:<\/p>\n<ul>\n<li>Development of the international divisions of certain services (including self-driving technologies, cloud computing, data labelling, and edtech) independently from Russia.<\/li>\n<li>Divesting Yandex NV&#8217;s ownership and control of all other businesses in the Yandex Group (including search and advertising, mobility, e-commerce, food-delivery, delivery, entertainment services and others in Russia and international markets), including transferring certain elements of governance to management.<\/li>\n<\/ul>\n<p>If the board chooses that path, it would leave Yandex NV holding some of the company&#8217;s offshore operations, with the rest passing to other owners \u2013 possibly Yandex management in Russia.<\/p>\n<p>The announcement also states that the company&#8217;s board &#8220;anticipates that Yandex NV will in due course be renamed, with the business to be divested retaining exclusive rights for the use of the Yandex brand.&#8221;<\/p>\n<p>That means Yandex NV would wash its hands of the Yandex brand, while trying to deal in self-driving tech, cloud, edtech and data labelling activities outside Russia.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/tass.com\/economy\/1542113\" rel=\"noopener\">characterized<\/a> the announcement as Yandex departing Russia.<\/p>\n<p>Which appears to be the case. The aforementioned &#8220;current geopolitical environment&#8221; appears to be the reason for doing so.<\/p>\n<p>Russia&#8217;s illegal invasion of Ukraine led to it becoming a pariah state. Sanctions against Russia mean local businesses struggle to do business across borders.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/personaltech&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Y4RBF1hAsknD8txtoV08twAAAM0&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/mailinvest.blog\/wp-content\/themes\/breek\/assets\/images\/transparent.gif\" data-lazy=\"true\" data-src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/personaltech&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Y4RBF1hAsknD8txtoV08twAAAM0&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt=\"\"\/><br \/>\n                <\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>The Yandex NV board&#8217;s plan appears to recognize that carving out some of Yandex&#8217;s businesses is the only way the company will have a chance to operate and\/or grow outside Russia.<\/p>\n<p>The plan does not, however, address the fact that many of the Yandex staff who build and maintain the company&#8217;s products remain in Russia, or whether regulators would welcome products that are developed within Vladimir Putin&#8217;s domain \u2013 given the former spy&#8217;s use of state-sponsored cyber criminals and influence operations. Many nations have decided <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/11\/27\/fcc_china_equipment_authorization_ban\/\" rel=\"noopener\">Chinese products are too risky<\/a> to be allowed to operate within their borders due to the potential for government interference. It&#8217;s not hard to imagine they would feel similarly about Russian kit.<\/p>\n<p>Many Yandex staff have <a target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/5ac72014-d7af-4435-aaaf-2a15033fb2a1\" rel=\"noopener\">reportedly<\/a> already fled Russia, as tech workers are nearly always in demand in nations that don&#8217;t operate pervasive censorship surveillance and aren&#8217;t subject to sanctions on imports of the sort of stuff a decently paid techie might enjoy acquiring with their disposable income.<\/p>\n<p>Leaving Russia is also a smart career move for skilled techies, because most global tech companies have left the nation \u2013 meaning fewer career opportunities are available.<\/p>\n<p>Russia&#8217;s government has acknowledged that its invasion of Ukraine could damage its tech industry and the <em>FT<\/em> reports that Yandex N.V.&#8217;s move was probably approved by Vladimir Putin himself.<\/p>\n<p>Russia has responded to the troubles of its tech industry with government funds to stimulate it and develop substitutes for goods it cannot access due to sanctions.
