So if there are technology issues that come out during the &#8216;non-invasion&#8217; from sanctions, it reinforces Beijing&#8217;s desire to own the technology for itself.&#8221;<\/p>\n<p data-testid=\"paragraph-6\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">Washington further hobbled China&#8217;s plans for tech supremacy by expanding sanctions to include the country&#8217;s top chipmaker Semiconductor Manufacturing International Corp (SMIC) <a href=\"https:\/\/www.reuters.com\/companies\/0981.HK\" target=\"_blank\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__medium___3mY4FC Text__large___1NuIuP Link__underline_default___1RrRWa\" rel=\"noopener\">(0981.HK)<\/a> in 2020.<\/p>\n<p data-testid=\"paragraph-7\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">SMIC was forced to abandon plans to manufacture some types of advanced chips when the U.S. revoked an export license for Dutch lithography machine maker ASML Holding NV .<\/p>\n<p data-testid=\"paragraph-8\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">Over the past ten years, China, the world&#8217;s largest importer of chips, has poured funding into semiconductor projects as part of the &#8220;Made in China 2025&#8221; initiative, which calls for 70% self-sufficiency in core components for critical technologies by the middle of the decade.<\/p>\n<p data-testid=\"paragraph-9\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">Its chip industry is growing fast, thanks to venture capital funding and political incentives. But the country&#8217;s global share of chip exports remains marginal &#8211; its fabless chipmakers occupy about 16% of global market share, according to the Semiconductor Industry Association.<\/p>\n<p data-testid=\"paragraph-10\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">That also limits how much China can do to aid a heavily-sanctioned Russia.<\/p>\n<p data-testid=\"paragraph-11\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">&#8220;China alone can&#8217;t supply all of Russia&#8217;s critical needs for the military,&#8221; a senior U.S. administration official said.<\/p>\n<p data-testid=\"paragraph-12\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">&#8220;China doesn&#8217;t have any production of the most advanced technology nodes. So Russia and China are both reliant on other supplier countries and of course U.S. technology to meet their needs.&#8221;<\/p>\n<p data-testid=\"paragraph-13\" class=\"Text__text___2vZwzq Text__dark-grey___1T5z1- Text__regular___3orWU3 Text__large___1NuIuP Body__base___3K85eE Body__large_body___1_XkH1 article-body__element___vulnXJ\">China shipped approximately $10 billion worth of electronics to Russia in 2020, according to U.N.
