as meaning dodging the interpretation of the US authorities (and the hold the EU fears they have over the tech giants) in favour of Europe&#8217;s take on the matter.<\/p>\n<p>It&#8217;s an interesting moment. France is not averse to the odd dalliance with big US cloud companies. In 2021 it suggested that technology could be <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.reuters.com\/technology\/france-embraces-google-microsoft-quest-safeguard-sensitive-data-2021-05-17\/\">licensed from Microsoft and Google<\/a> as part of &#8220;trustworthy cloud&#8221; strategy, with French companies running things on French servers. In October Yann Lechelle, CEO of Scaleway, <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.euractiv.com\/section\/digital\/news\/french-cloud-industry-regrets-governments-ambivalence-in-dealing-with-digital-giants\/\">complained of<\/a> &#8220;contradictory messages.&#8221;<\/p>\n<p>Scaleway <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/11\/19\/scaleway_gaia_x\/\" rel=\"noopener\">went on to quit the EU&#8217;s data sovereignty project, Gaia-X<\/a>, in November. Lechelle expressed concern that the project was &#8220;only reinforcing the status quo&#8221; and noted the preference of some nations to continue working with the US tech companies.<\/p>\n<p>Scaleway is also a member of the industry cloud alliance of majority-owned European-based firms.<\/p>\n<p>EUCLIDIA also includes such luminaries as Frank Karlitschek, CEO of Nextcloud. The self-hosted productivity platform is notable for <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/12\/02\/nextcloud_onedrive_interview\/\" rel=\"noopener\">firing an EU antitrust complaint at Microsoft<\/a> over the bundling of OneDrive with Windows.<\/p>\n<p>In a 3 February statement, members of the alliance said they were of the opinion that there was no need to rebuild digital sovereignty from scratch, that Europe &#8220;has a strong technological heritage.&#8221;<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_offprem\/paasiaas&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Yg5vngJjG2C5O0HCEJ2uOAAAAFY&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/mailinvest.blog\/wp-content\/themes\/breek\/assets\/images\/transparent.gif\" data-lazy=\"true\" data-src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_offprem\/paasiaas&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33Yg5vngJjG2C5O0HCEJ2uOAAAAFY&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt=\"\"\/><\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>The members cited cloud technologies (containers, aggregation of information feeds, cloud services app store, database orchestration) that it reckons were invented in the region, as well as &#8220;a vibrant ecosystem of SMEs that have been, intelligently and determinedly, fighting for two decades to remain competitive in markets over-dominated by a handful of American stakeholders, in questionable, contested competition.&#8221;<\/p>\n<p>As evidenced by the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/02\/08\/european_chips_act\/\" rel=\"noopener\">announcement<\/a> earlier this month that the EU was considering relaxing its own state aid rules, designed to prevent unfair subsidies by EU countries harming competition, to facilitate new chip fabrication facilities as part of the Chips Act, some movements towards bolstering certain strategic sectors can be made.<\/p>\n<p>This seems to be what the EUCLIDIA cloud crowd are asking for, stating that a &#8220;Buy European Tech Act&#8221; would help them benefit from the same &#8220;generous \u2013 and enviable \u2013 US public support and funding from the American Department of Defence&#8221; it believes American stakeholders are given in the US public sector.<\/p>\n<p>The group called for decision-makers to pay heed to local tech companies. &#8220;Without this proactive support to conquer new markets, and without a clear demonstration of trust, it will be impossible for the European cloud industry to compete on equal terms with its competitors,&#8221; it said. &#8220;Digital Europe will be powerless, dependent, and witness to de-industrialisation.&#8221;<\/p>\n<p>Earlier this week, The European Data Protection Board <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2022\/02\/15\/edpb_cloud\/\" rel=\"nofollow noopener\">took its first coordinated enforcement action<\/a> with an investigation into the use of cloud-based services by the public sector.
