It\u2019s also had some issues such as the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2017\/05\/03\/135_million_aadhaar_indian_government_payment_card_details_leaked\/\" rel=\"noopener\">2017 leak<\/a> of over 100 million users\u2019 payment card details. That incident was blamed on security problems at a third party able to access Aadhaar data rather than problems with the scheme itself, yet it remains possible for Aadhaar data to be shared with entities outside India\u2019s government to enable the kind of authentication-as-a-service scenarios outlined above. In 2021 Aadhaar was even trialed for real-time identification of Indians as they waited in <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/04\/09\/india_facial_id_covid_vaccinations\/\" rel=\"noopener\">queues for COVID-19 jabs<\/a> .<\/p>\n<p>If Sri Lanka\u2019s government is not aware of Aadhaar\u2019s colorful past, it won\u2019t be long before someone points it out given that the Cabinet decision requires India and Sri Lanka to agree a memorandum of understanding to arrange the tech transfer. While those negotiations take place, critics may find their moment.<\/p>\n<p>By happy co-incidence, Sri Lanka\u2019s decision came on the same day that the Philippines government signed off on a Circular calling on all public agencies to integrate the <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/05\/04\/philsys_online_registration_portal\/\" rel=\"noopener\">PhilSys<\/a> digital identity scheme that was initiated in 2020 and then stuttered after a registration portal struggled to cope with traffic demands.<\/p>\n<p>Despite such issues, over 20 million PhilSys registrations have been completed.
