This phase resulted in a general-purpose SiPearl-devised processor called <a target=\"_blank\" href=\"https:\/\/www.theregister.com\/2021\/04\/27\/arm_v1_n2_neoverse\/\" rel=\"noopener\">Rhea<\/a>, which uses a mix of Arm and RISC-V CPU cores, is to be fabbed by TSMC on its 6nm node, and will power Europe&#8217;s first exascale supercomputer scheduled to go live next year.<\/p>\n<p>The EPI two weeks ago <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/twitter.com\/EuProcessor\/status\/1484502610291965956\/photo\/1\">started<\/a> phase two of its project, which includes designing accelerators as well as features for Internet-of-Things system-on-chips.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" data-pos=\"top\" data-raptor=\"falcon\" data-xsm=\",fluid,mpu,\" data-sm=\",fluid,mpu,\" data-md=\",fluid,mpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/hpc&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44YgIxGjDV0F8ArOIoqTcIUwAAANg&amp;t=ct%3Dns%26unitnum%3D4%26raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/mailinvest.blog\/wp-content\/themes\/breek\/assets\/images\/transparent.gif\" data-lazy=\"true\" data-src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/hpc&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=4&amp;c=44YgIxGjDV0F8ArOIoqTcIUwAAANg&amp;t=ct%3Dns%26unitnum%3D426raptor%3Dfalcon%26pos%3Dmid%26test%3D0\" alt=\"\"\/><\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>The continent&#8217;s EPI scheme was formed in 2018, and last year <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.theregister.com\/2021\/09\/22\/first_riscv_epi_chip\/\">also delivered<\/a> a sample set of RISC-V accelerators. Activity has continued, with partners <a target=\"_blank\" rel=\"nofollow noopener\" href=\"https:\/\/www.european-processor-initiative.eu\/successful-conclusion-of-european-processor-initiative-phase-one\">collaborating<\/a> through the pandemic to develop chip building blocks for automotive, security, and other applications.<\/p>\n<p>&#8220;The recent success of EPI shows that concerted efforts can work in the semiconductor industry,&#8221; Roger Espasa, CEO of Spain-based Semidynamics, told <em>The Register<\/em>. &#8220;Supporting ambitious projects with a small number of partners can help overcome challenges and allow a faster go-to-market strategy.&#8221;<\/p>\n<p>The EPI&#8217;s second phase will be overseen alongside a second project called European Pilot for Exascale (EUPEX), which launched this year seeking to integrate a &#8220;full breadth of European technologies, from system architecture, processor, system software and development tools, all the way to applications.&#8221;<\/p>\n<p>Also part of the coordinated effort will be a research initiative called European PILOT (Pilot using Independent, Local and Open Technologies), which launched in December, and is focused on creating low-power, high-performance accelerators compatible with the open-source RISC-V instruction set architecture.<\/p>\n<p>&#8220;The three projects, EPI 2, EUPEX and The European PILOT are critical to make successful our transition towards exascale while developing a world-class, competitive and innovative supercomputing ecosystem across Europe,\u201d said Anders Dam Jensen, executive director at the European High Performance Computing Joint Undertaking.<\/p>\n<div aria-hidden=\"true\" class=\"adun\" id=\"story_eagle_xsm_sm_md_xmd_lg_xlg\" data-pos=\"mid\" data-raptor=\"eagle\" data-xsm=\",mpu,dmpu,\" data-sm=\",mpu,dmpu,\" data-md=\",mpu,dmpu,\" data-xmd=\",mpu,dmpu,\" data-lg=\",mpu,dmpu,\" data-xlg=\",mpu,dmpu,\">\n            <noscript><br \/>\n                <a href=\"https:\/\/pubads.g.doubleclick.net\/gampad\/jump?co=1&amp;iu=\/6978\/reg_onprem\/hpc&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YgIxGjDV0F8ArOIoqTcIUwAAANg&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" target=\"_blank\" rel=\"noopener\"><br \/>\n                    <img decoding=\"async\" src=\"https:\/\/mailinvest.blog\/wp-content\/themes\/breek\/assets\/images\/transparent.gif\" data-lazy=\"true\" data-src=\"https:\/\/pubads.g.doubleclick.net\/gampad\/ad?co=1&amp;iu=\/6978\/reg_onprem\/hpc&amp;sz=300x50%7C300x100%7C300x250%7C300x251%7C300x252%7C300x600%7C300x601&amp;tile=3&amp;c=33YgIxGjDV0F8ArOIoqTcIUwAAANg&amp;t=ct%3Dns%26unitnum%3D3%26raptor%3Deagle%26pos%3Dmid%26test%3D0\" alt=\"\"\/><\/a><br \/>\n            <\/noscript>\n        <\/div>\n<p>Europe, like the US and China, is trying to boost its own home-turf semiconductor ecosystem. The larger goal is to design chips without relying on technology and intellectual property from multinationals like Intel and Arm, and to attract companies to open chip factories within the continent.<\/p>\n<p>But Europe has lost its manufacturing edge.
